The government last night published the terms of reference of its fan-led review into football collapse which it hurriedly announced this week in response to the threat posed by the abortive European Super League.

The review, which will be led by former Sports Minister Tracey Crouch MP, will probe whether the Owners and Directors tests should be strengthened to impose more restrictions on foreign ownership, consider the case for introducing an independent regulator and examine whether fans should be given a greater oversight over the running of clubs, as is the case in Germany.

The Premier League will firmly resist the threat of further regulation, with the 14 non-ESL clubs furious that the actions of the Big Six rebels have made it more likely, but will no operation but to co-operate.

Prime Minister Boris Johnson threatened to drop a ‘legislative bomb’ on football to prevent the breakaway this week and there is a growing strength of feeling in government that the interests of traditional fans should be protected, not least because of the importance of so-call Red Wall northern seats to the Conservative Party’s majority.

‘Football begins and ends with fans and we have seen that passionately displayed this week,’ said Sports Minister Nigel Huddleston. ‘It must be a watershed moment in our national game.

‘We must capitalise on this momentum. Clubs are the beating heart of their local communities and this important review will help put football on a surer footing for the future where supporters’ voices are heard.’
